"Human cloning is a baby manufacturing process - a scientific assembly line - devoid of procreation. Efforts to improve humanity should never spin out-of-control and devalue humanity, which is precisely what cloning accomplishes. The only way to ensure that a cloning ban is effective is to ban it entirely.

H.R. 5710, the Homeland Security Act, improves the federal governments ability to protect the nation from terrorist attacks. H.R. 3394, the Cyber Security Research and Development Act, co-authored by Congressman Lamar Smith, passed the House by voice vote. The University of Texas at San Antonio (UTSA) qualifies for funding under criteria established in this legislation.
